Government of Gujarat has launched the ambitious “Gandhinagar (Solar) Photovoltaic Rooftop Programme”

Objective

To encourage utilization of Green Energy sources like Solar Energy to reduce GHG emissions caused by use of conventional sources.

Aim

To encourage public participation for generation and utilization of Green Energy sources like Solar Energy.

Goal

To establish and generate Solar Power by setting up grid interactive roof top Solar Photovoltaic systems in Gandhinagar.

Government Of Gujarat

Government of Gujarat is the key entity who has taken keen initiative and lead to promote rooftop solar power projects as part of Clean Climate Initiative. The Energy & Petrochemcials Department has formulated this programme in consultation with other participants.

GEDA, a government entitity. is the nodal agency for renewable energy projects in Gujarat. GEDA is providing financial support to this program by making necessary fund available for this programme.

Gujarat Power Coorporation Limited

Gujarat Power Corporation Limited (GPCL), a state government undertaking, is declared as one of the nodal agency for setting up solar power projects in Gujarat under Gujarat Solar Power Policy. GPCL is also a nodal agency for setting up large grid connected Solar Park in the State. For the rooftop Solar, GPCL will act as Project Implimenting Agency (PIA).As a PIA , GPCL will act as a facilitator for Rooftop Solar Power Project Developer, Rooftop Owner and Offtaker as well other Government agencies.

Gujarat Energy Research and Management Institute

GERMI is an autonoumus research institute of Government of Gujarat for research and development in Energy Sector of the state. GERMI has done considerable work on Solar Power. Under this programe, GERMI will act as bid process co-ordinator wherein it will invite bid for selection of Rooftop Solar Power Project Developer.

International Finance Coorporation

IFC, a member of the World Bank Group, is the lead transaction advisor to GERMI for setting up 5 MW Solar Rooftop Project ("Project") at Gandhinagar. IFC is advising GERMI on managing the competitive bid process for selection of developers for the Project.

Solar Rooftop Project Developer

Solar Rooftop Project developer, who will be selected by Competitive Bidding Process by GERMI, willbuild, finance, own, operate and maintain the Rooftop Solar Units. Rooftop Solar Project Developer will provide green incentive to rooftop owner for the utilisation of roofs.

Solar Rooftop Owner are the potential rooftop owners in Gandhinagar City who will provide their roofs to rooftop solar project developer for setting up solar power unit on Longterm basis and will earn Green Incenitve per unit generated from such solar power unit.

Torrent Power Limited is renowned distribution private company which is distribution licencee in Gandhinagar City. Torrent Power Limited will act as offtaker in this program and will purchase the clean power generated from this projects.

What is the structure of the Gandhinagar solar Rooftop Programme?


In order to promote clean energy and self-sustainability, the Government of Gujarat has promoted the Gandhinagar Photovoltaic Rooftop Programme.  This programme aims at maximizing installations of solar photovoltaic (SPV) systems on rooftops and terraces of private homes; commercial and institutional buildings; and government buildings.  These SPV systems installed on rooftops and terraces will convert sunlight directly into electricity and feed into the electrical grid.  This programme is the first of its kind in India and aims to be a benchmark for green energy generation at a household-level.  Such successful programmes will directly result in generation of clean energy without any greenhouse gas emissions thus, preserving our environment.  Such programmes will also reduce our dependency on foreign oil as well as restrict the price of electricity in the future. How can the Property Owner benefit from this programme? & what is a ‘Green Incentive’?


The Project Developers, while utilizing the rooftops and terraces of Property Owners, will pay a Green Incentive to the Property Owner. Thus, there will be a direct monetary benefit for Rooftop owner and a pride of generating clean energy. This Green Incentive is a monetary amount paid monthly or a bi-monthly to the Property Owner, which will directly depend upon the solar electricity generated by the photovoltaic system and fed into the electricity grid.

Is this programme generating a saving in Electricity Bill of Property Owner?


No, the programme cannot reduce the consumption of individual properties; but the Roof top system may generate the electricity equivalent to the consumption of the owners. Further, the revenue generated is in the form of Green Incentive for Roof top Owner may cover the major percentage of the Electricity bill.


How can rooftop owners get involved in the Gandhinagar Photovoltaic Rooftop Programme?


As a first step to get involved in this Programme and obtain the Green Incentive, rooftop owner should be a property owner within the city limits of Gandhinagar. Property owner should then register their property by submitting the required duly filled application form to:

  • Indicate the available area for installation of the photovoltaic installation,
  • Prove your legitimate ownership of your property by submitting the required Mandatory documents, and
  • Provide your contact details.

Once your completed application is submitted and verified, a technical expert from Project Developer will come to survey your property and verify your information. Once your information is verified and your property is found to be suitable for photovoltaic installation, Project Developers will decide the capacity to be installed and then he will execute Green Incentive & Lease Agreement.

Is the participation in the programme compulsory for Rooftop owners in Gandhinagar?




No, the participation is voluntary and those who wish to get the rooftop solar systems installed on their roofs may express their interest by submitting the physical copy of duly filled registration form for Property owners with the mandatory documents at GPCL office address.

Who is the authorized entity from the Government for implementation of the programme?





Government of Gujarat has identified Gujarat Power Corporation Limited [GPCL] as the ‘Project Implementation Agency’ for Development, Implementation and Execution of Grid Connected Solar Rooftop systems in Gujarat. Where as GEDA will be Nodal agency for such renewable energy projects in India.

Will the Government/PIA allot the capacity for solar roof top system to be installed for those who have submitted their application?


Project Implementing Agency is only a facilitating agency which tries to reduce the cost and time by assessing the potential rooftop for this programme. PIA collects applications from rooftop owners and transfers it to Selected Developer. Selected developer will scrutinize the applications legally, technically and in turn will decide about the rooftop owner and the capacity.



Will the submission of Property owner registration form automatically qualifies the individual property owner for the Rooftop Programme?


No, the submission of registration doesn’t confirm your participation. It is at the sole discretion of the selected Developer to install the Solar panels on certain roof top based on criteria like available potential, shadow free space availability, accessibility of roofs, security etc., Hence the developer will select the potential rooftops.

Will the property owner be able to access his rooftop or terrace once the photovoltaic system is installed and operating?

Yes, property owner will be able to access their rooftops or terraces as usual once the photovoltaic system is installed and operating. They can walk around it and access various corners of the terrace to clean and maintain it.

Should the rooftop owner operate or maintain the photovoltaic system installed on rooftop or terrace?


No, Rooftop owner need not have to operate or maintain the photovoltaic system. The operation and maintenance is the responsibility of the Project Developer. However, it is in the benefit of rooftop owner to help the Project Developers with maintenance and ensure a smooth operation of the system, because a higher output from the photovoltaic system will result into a higher Green Incentive for individual property owner.

How can Rooftop owner help in the operation and maintenance of a photovoltaic system?


The operation and maintenance of the photovoltaic system is very easy. As a first step for smooth operation and maintenance of the photovoltaic system, rooftop owner should get familiarized with the system to inform the Project Developer whenever developer needs to operate and maintain the system. In addition, rooftop owner should provide access to the Project Developer whenever they detect a fault in the system.
Property owners can also directly help by making sure that the photovoltaic modules (or ‘solar panels’) are free from dust or bird droppings by cleaning them with water. Clean photovoltaic modules will ensure operation of the photovoltaic system at higher efficiency.

How will the rooftop owner know how much solar electricity is generated on the rooftop or terrace?


The Project Developer will install an energy meter with the photovoltaic system in your premises through which electricity will be injected into the electrical grid. This energy meter, which is the same as property owner’s conventional electricity meter, will directly show how many units have been injected into the grid. Your Green Incentive will be based on this energy meter reading.


How long will the photovoltaic system stay on Property Owner’s rooftop or terrace?


A typical photovoltaic system is designed to operate for at least 25 (twenty five) years. It is in the best interest of rooftop owner to ensure that the photovoltaic system operates for as long as possible, so that rooftop owners can generate as much electricity as possible.
In special cases, if mutually agreed upon by the Project Developer and the Property Owner, the photovoltaic system could be moved to a different location and the cost of transferring the project to different location should be borne by the Rooftop Owner.

Is it safe to have such photovoltaic systems on property owner’s rooftop or terrace?


The photovoltaic system installations for the Rooftop in Gandhinagar will follow the paramount standards, both Indian and international, in safety and performance. The photovoltaic systems are extremely safe and will not make any noise. However, just like any other electrical equipment or installation, general cautions have to be taken to ensure safety.


Have such systems been installed anywhere else in India or abroad?


Such systems have been installed at a pilot scale at many places in India. In Gandhinagar itself, such systems have been installed on various government buildings like the New Sachivalaya, Udyog Bhavan, houses of some ministers and bureaucrats, and also Pandit Deendayal Petroleum University. However, such a large-scale 5 megawatt programme has never deployed anywhere in India.

Such systems have widely been installed in countries like Germany, Japan, and USA, and have demonstrated a very safe track record.
